Why are quiet hours not independent from Cortana?

I want to have quiet hours on even if Cortana is not working. And Cortana is not working when Location services are off. When I want to save my battery - I turn the Location services off - and, of course, that applies for night hours when I want my quiet hours. So please divide those options so they can function apart. Or even better - make Cortana work without Location services, she can notify that she cannot do certain things without Location services.
