Why am I unable to select anything from the home screen?

cant select anything from home screen

when the phone Nokia Lumina 635 comes on I see the picture of my kid but when I try to select anything Cortana tells me action unavailable. I for example select the messages from Outlook it tells me to double tap but nothing but the same picture. The only command it responds to is powering off. I tried the "soft start" but nothing. I can't even get to an options screen to "hard restart" the phone. All I get is the picture of my kid filling the whole screen with no way of selecting anything. I hear cortana responding to my random tapping areas on the phone but nothing pops up.

You are still on the lock screen.
Swipe up over the picture and then you will see your start screen.
So put your finger on the screen and move your finger up.

You may be stuck on the lock screen.

I have no idea how your phone got to this state, though. Perhaps your phone is stuck on apps corner or kids corner?

or may the narrator is turned on....because hez saying that hez getting responses for his touches
