Remove battery n put it back again then see if it works... Or remove back cover u wud be able to see a small white button just under the power button(when back cover is on) try to press it...

Ohh I used to have phone with same problem.. If battery gets 0% n phone gets switched off it woudnt charge...There is a charger available(usually called magic charger) in which u put ur battery n it will charge ur battery... Try charging ur battery with magic charger for 10-15 minutes then put it in phone it will hopefully switch on.

If what Amit suggested doesn't work, then try the lumia recovery tool.. If that doesn't work then it's a hardware issue

If your battery gets run down to 0% it puts the chip in the battery into a coma.

Use only the factory charger. Plug in and don't push any buttons. It will take several hours for the chip in the battery to wake up. When it does the phone will boot and normal charging will resume. The phone will be at some low % like 3-5% when it wakes up. Charge it to 100% and then resume normal life.
