Why I do not have Cortana on my Windows 8.1?

I have a nextbook 2 in 1 windows 8.1 tablet running windows 8.1 with bling. I have read several forums and thought Cortana was possible in the is region but i checked all my settings I cant seem to find it. done all my updates done everything i could think of short from windows 10 testing not sure if i do that if my warranty will hold

​I don't think Cortana's available in any territory, even IS, on 8.1.

Cortana is available on Windows Phone 8.1 with certain Region and Language settings. It is NOT available on Windows 8.1 desktop. Two different Operating Systems.

Cortana will be on Desktop with Windows 10.
