Are words added by me to dictionary saved to cloud automatically?

I've spent a week adding words of my local language to dictionary. I want to do a hard reset. I had a back-up done to OneDrive . Will the words be available when i restore from back-up ?

But also should i enable app back-up or just settings back-up is enough. I usually don't use app back-up. Thank you

You don't need any settings for this, it just happens as far as I'm aware. This feature was part of Windows Phone before the backup settings were invented, I don't think anything about them has changed.

Does it mean that by just signing in with my outlook account restores those words, just like contacts in people hub.

Using the same Microsoft Account when you set up your phone should trigger this, yes.
