Not sure if there's a way to specifically test the Xenon flash in the L1020 using Nokia Care Suite... but there's another way you can check if your Xenon flash is busted.
1. In your camera app, force the flash to "fire". For example, in Lumia Camera, I switch the flash mode to "On" instead of "Auto" or "Off".
2. Take any photo. Your flash should not fire... otherwise, it won't be possibly busted.
3. Connect your phone to your PC and copy the photo you just took to your PC.
4. Check the photo exif data. Right click on the photo and head over to "Properties", "Details"... look for Flash mode.

If it says something like "On, Compulsory" yet you didn't see your flash fire when taking that photo, then your Xenon flash is busted.
