Why isn't it ringing?

I have a Nokia Lumia 928, and all of a sudden it won't make or receive calls. I can't call anyone and when someone calls me, it doesn't show up. I have done 4 soft resets, and have turned it off then on twice! What is wrong with it?!

Never a good sign. So long as your contacts are backed up to an Outlook account, you may have to do a factory reset. This is more than likely a software glitch from how the log isn't even updating. Be sure to back up photos/videos before you do it, but I think a hard reset is the next course of action.
