Can send emails on outlook windows phone, but can not receive?

If your question was "Can I not receive emails in Windows Phone?", then the answer is "No, you should be able to receive outlook emails from your Windows Phone" - in all of the Windows Phones that I've owned (L610, HTC 8s, L1020, L535), I could send and receive outlook emails with no issues.

If your question was "Why can I not receive outlook emails in my Windows Phone?", then we may need more details. Make sure that your email+accounts settings are correct, especially the schedule for downloading mail - you may want to set it to download "As items arrive" so you would receive emails in your phone immediately.
