Heading over to Settings > Phone update should allow your phone to detect and subsequently download the most recent updates made available to it. To date, it seems that all Lumia phones should be able to be updated to 8.1. However, if your phone isn't detecting any new updates, there are ways to "force" your phone to download them if they are indeed available both for your phone and for your location. These include:
1. Restarting your phone - just turn it off and turn in on again using the power button;
2. Performing a soft reset - pressing and holding the power button and volume down button until your phone restarts; or if your phone has a customer-removable battery, just pull it out, put it back in and then turn the phone on (button combination is preferred, though);
3. Registering your device in the Preview for Developers Program - while this should bring you to 8.1, your phone might get stuck at update 14219, which seems to be the latest update released in PFD;
4. Using the Lumia Software Recovery Tool (or Windows Phone Recovery Tool) - while this will install the latest officially available update in your phone, this method will erase all your personal contents from it.
