How can I create a new folder?

[Windows Central Question]

Microsoft help says to drag one app icon over the top of another to create a new folder. For me that maneuver only moves both app icons to new locations. How can I fix this?

just tested and its working for me
long press on app and it goes to edit mode
drag over to the app you want to create a folder with
hold it over it till a grid appears
release
