I refreshed my PC with build 10061 a few days ago (I accidentally uninstalled Windows Feedback), and afterwards, the Store (beta) app was completely gone on my system! I tried a bunch of things in Powershell and Command Prompt that I read about on the insider forums, but nothing worked! The original 8.1 Store is there, but Store (beta) apparently never existed following the refresh!
I tried refreshing multiple times. None of them worked.
