I had hoped that the Surface Pro 4 would be anounced at Build 2015, but at least in the keynote there seems to be no sign of it. Now I dont know if I should continue waiting, buy the surface pro 3 or the new surface 3. I would use the device as a full functioning laptop and would do some programming on it (R, matlab) and maybe some gaming (portal, sim,..). Could anyone give me some advice?

I would just get one now. At least you get full icore processors. I doubt a new surface pro will be released before the new Intel architecture finally comes out.

If the current Pro models meet your needs and the price is right, go for it.

If you don't need the absolute latest at every moment, sure. If and when a Pro 4 appears, it wont make your 3, 2, 1 work any worse.
The 3, 2 are fine tablets.

You can wait a few months if you want as well, see what appears. Worst case scenario, prices of the Pro 3 and earlier models goes down.
