Can I manually download free software?

Windows Central Question

I have do not have the internet at home. I go to the library to download software. How can I manually download Microsoft free software and bring it home to install? I'm running Windows 8.1 but am not physically connected to the internet.

It depends on what you are talking about. If you are talking about Win32 applications, or desktop applications, then yes, the installers can be downloaded and put on a CD or USB drive to be installed on an offline PC. Modern or metro or Windows 8 apps need to be downloaded directly from the app store on the Windows 8 PC, unfortunately. Is your Windows 8 PC a laptop? You could look for a store or restaurant that offers free wifi to install apps.
