I am not able to access the settings. It doesn't open. Is there anyone facing the same issue. Also is there any workaround to turn it active.

To get the best of your WP TP, you must hard reset you phone after installing the update.

Yes, I have the same problem as yours... I tried to hard reset the phone several times and it didn't help.
And what makes it worse is that I cannot even roll ba:ck the 8.1 system... I'm afraid that the phone is half-bricked...
