Can't sign into Microsoft services

I have a dell inspiron 14 laptop 8.1 update 1, I'm not able to sign into store, when i open it an an go to account, its says sign in, when i click it, its says "sorry for the interruption, we just want to make sure its you" an its give a ok button to click, when I click it, the same message pops up again... Its showing the same message when i open OneDrive and email. I tried the support page, it said i should clear the cache, but that didn't work, please help me
