Why does Cortana not speak my language yet?

Windows Central Question

I was running Cortana OK and then had to do a hard reset to fix an e-mail synchronization problem. This means I lost all my e-mail configuration and other purchased apps. I am now OK in that regard. Cortana is on the start screen and the question in Step 1 is on the screen. The only other choice is to select "go to settings" and I do not think anything there will fix this. any suggestions?

I have the same problem with Cortana, who does not speak my language yet.I was gona do a hard reset but if you say that doesn't work I will wait till
windows 10 if she doesn't come on board then I am thinking of going to android. ( I live in Germany but my phone is set to English UK ) P.S. I am getting sick and tired of people suggesting I set my phone to U.S. to get Cortana to work that won?t happen.
