    So I know that the messaging app in WP 8.1 doesn't play .gif files and they just show up as a .jpeg, but if I try to send one, does the recipient see it?

    Example: I found a .gif I liked online, so I saved it as a picture in my photos. Now if I try to attach it to an MMS and send it to someone running android/iOS, will they see the .gif or the .jpeg?

    They're more than likely see a .jpeg as carrier sms/mms transmissions usually don't play nice with .gif files
