You've tried a simple reboot I presume? If it's THAT new I would take it back to the vendor and/or at least call them for support.

You could flash a clean copy of the OS and Firmware. Use the WPRT (first tool) off this help page: How can I recover/reset/restore my phone software? - Microsoft - USA
