why my phone's date and time changes automatically and is not stable?

whenever I set the date and time it changes automatically to a wrong date and time mostly to 28 of october

The date is probably the last time the phone took an update.

Does it have a working SIM?

When you change the date does it simply not accept the change? Or does the date change when you boot the phone?

In Settings > date +time > is it enabled to automatically set from the network (cell carrier)?
