I have a surface 2 windows 8.1 rt I what to know if i can take out the arm chip and put in a intel chip and get windows 10 on it or windows 8.1 and upgrade to windows 10 with the get windows 10 icon

No. Tablets were not designed to be user serviceable. I'm sure the chip is soldered directly into the board. But even if it was socketed, and there was a direct x86 chip available, it still wouldn't work, as there would be ancillary chips that would be specific to ARM or x86 architecture, and would be therefore incompatible.

The difference between an ARM style RISC (https://en.wikipedia.org/wiki/Reduced_instruction_set_computing ) chip and a CISC ( https://en.wikipedia.org/wiki/Complex_instruction_set_computing ) chip in an traditional x86 processor mean that these computers are vastly different at a very low level, and are largely incompatible.
