i just upgraded to w10 and my settings app won't open.. why?

i have tried to open the setting up to do multiple things, and it just like pops up for a millisecond and then goes away..

I had this issue myself. Do a system restore. When you restart your computer hold down the shift key until it boots back up. It should boot into Safe or Recovery mode. From there you should be able to Restore the OS. If not you can make a Windows 10 Restore media stick with the software from this Microsoft Website.

I hope this helps. Had it happen to me once during Preview builds. It sucked but I got it back up and running.
