Why can't I see the battery meter on Windows 10?

I just upgraded to Windows 10 on my laptop. I can't view how much battery I have left from the taskbar and I have tried to change the settings to turn on the power notifications, but nothing is working. There is a toggle to turn on the notification, but it won't let me change it from "off" to "on".
