Why does the navigation bar disappear when opening some apps in windows 8.1 phones?

When I open say the camera app it disappears, and the only way to exit is to go to the notification centre, open say settings and then exit. This seems ludicrous, there must be an easier way i'm missing - what should i do?

When the navigation bar disappears, just swipe up from the bottom of the screen to display it again. Swiping up a second time will hide the navigation bar back.

You can also prevent the Navigation Bar from hiding automatically: go to Settings > Navigation Bar then turn off the feature.
