Why wont my display turn off?

Windows Central Question

I have looked into power options and it is set to shut screen off in five minutes if there is no activity. I have also ran command prompts to see if there was any devices/drivers overriding the display turn off and nothing there. I have also turned off all media sharing as well so no problems there. I have also disable the network card usb driver to allow awake through device management as well and still my display will not turn off with windows 10. Any one else have this problem and if so did you find a solution?

Is the screen dimming after a certain period? Is it possible that your PC isn't going inactive because it thinks that it is detecting mouse, touchscreen, or touchpad input? Maybe turn down the sensitivity of the input devices and see if that solves it.
