Windows Update KB3035583 not appearing at all?

I'm trying to reserve Windows 10, but I don't see the icon in the tray at all. I checked everything to make sure that I was eligible: Windows 7 SP1 that's genuine, windows update was on and installed everything, checked for updates to make sure everything was up to date, and everything seems fine, EXCEPT that I'm apparently missing this KB3035583 update, which is apparently the ticket to reserving Windows 10. I looked through the update history, and going back to around May, there's nothing listed as KB3035583. Again, I checked Windows Update for updates and nothing is appearing at all. How do I get this update?
