What is Push Button Reset on Windows 10?

Hi,
Iv'e just downloaded Windows ten.
Can anyone tell me - What is PBR
I know what it stands for but what is it?

It means that it is really simple to reset your computer to original, as in the just out of the box experience. You go to notification center, All settings, Update and Security, Recovery, and reset this PC (get started). You'll be offered the options of "Keep my files", "Remove everything", or "Restore factory settings" (which will put the original OS back on the PC - Win8.1 on my SP3, for instance).

Please help me, the "start" button under the delete all function doesn't respond... I've restarted my PC and checked for windows updates but no luck so far. The "start" button for converting back to Windows 7 works..?

It's as he says, the button on the bottom left of the computer with the windows icon (start button) for Windows 10 will not respond, along with the rest of the task bar.

This makes it impossible to reach the system settings through the method given here. Is there a way to fix this or access Push-Button Reset another way?
