Fail to upgrade to windows 10 and couldn't get into windows after entering password. what can i do?

i was in the process of upgrading from windows 7 to windows 10. As it takes a long time so i didnt monitor the process. At the time i went back to my laptop, it was only the pointer on the screen. nothing i can do so i force shutdown my laptop and restarted it. it stills running windows 7 startup. after i enter my password at the logon screen, it went to the empty screen with the pointer alone. I'm able to go into safe mode and try using media creation tool and it shows something happened with the code 0x8007042C - 0x90016. what can i do?
