Did MS just removed the option to manually download and install apps through .xap files on WP8.1?

I just wanted to download FIFA 15 UT on my Lumia 730. I wanted to install it via .xap file so I can use it in future again (It's around 800MB in size and data plans are not so cheap here in India).
I opened the WP store on my PC only to see a revamped website of the store which has no such option to manually download and install the apps. I just see a Get the game button which doesn't do anything. And a line says 'Get this game from Store on your phone'.
Did MS just ended the option to download and install apps manually to WP?
What might be the reason behind this?

OP doesn't have one, he's asking about a feature to download an app on a PC (the XAP) and copy it to the phone.

Unfortunately this feature went bye-bye when MS changed the Store to the new interface. Will it come back? I hope so.
Why? Probably not the most important feature on the to-do list.

may not be same issue but...
I can't get apps/games from store on pc/laptop and have them go to phone.
old store I could do this. use laptop/pc and get the app/game sent to phone.
now i'm told to go to the store on my phone. what's up with that?

Yep. MS removed those features, you can no longer install app manually, and you can't install app to phone from web browser. Don't know what's in their head, removing features which actually useful.

That kind of download permitted to save a lot of space in memory. I hope it's only a mistake.
