How can I put Windows 10 to sleep?

Since upgrading from Windows 7 to 10, I can't get computer to sleep. It will go to sleep for 3 seconds and then back on. HP has NO new drivers for Windows 10 only 7-8.1. I updated my video card from AMD and still doesn't go to sleep. I have shut off all apps so they wouldn't keep it from sleeping. Nothing works.
