Windows 10 cumulative update problem

After windows pulled a cumulative update last night, it will not allow a reboot. It shows an endless circle of dots chasing each other. Anyone else experiencing this today??

I think you must restart your PC (turn off the power) and you will restart download update.
If it don't work i think you reset your PC(if it nessecery)
