what is the best way to find out who the service provider is

i got the phone off of ebay as unlocked but i found out that this was not the case i have now found out that it comes from south america

If its a Lumia, go to extras+info and look under Mobile Operator and Manufacturer Name. You'll get an idea of where it came from. If not post those details here and we can assist.
