    i have a windows laptop and a surface pro 3 that i want to be able to share and watch my downloads on both devices without physical connection.

    You could put the files on onedrive and stream them from there.. or a dedicated server from which you can access any of your files (almost the same nah)

    Within the home... Simply start a home network and authorize the sharing.
    or
    Start a file on OneDrive that you stream from.
    or
    Turn the Laptop into a Media Center with Plex or, better yet, get an old desktop to stay on and internet connected to serve as your private Plex Media Server.

    There are a ton of options out there.
