How can I get my touch screen working?

Windows Central Question

Touch screen not working

Tried soft and hard reset, after hard reset screen will work to advance to wlan options then will stop reacting. Is there a different way to wipe everything to possibly get the touch screen working again?
I suspect it's a software problem since it's responding for the first 2-3 steps after the hard reset?

Tried both. Recovery Tool didn't help and described what happens after hard reset in the question, lets me advance to Wlan option (3rd step) then touch screen stops responding.
