Why can't I send emails on cellular with Lumia 640?

Can't send emails on cellular with Lumia 640

My wife has had a Lumia 640 for about a month. Today she complained she couldn't send emails. (not clear if she ever could)
I found that on her Time Warner account she could send and receive on wifi. She could receive on cellular, but not send.
Her Outlook account (which she never uses) will send and receive on cellular.

Is the problem likely to be with her TW account or with the cellular setup?

Any suggestions for fixing it would be appreciated.

So, Outlook works, but TW does not? If so, it's likely a TW setup error.

Trying stuff at random, I unchecked using the same password as receiving. When it asked for the password I put in the same one and it worked fine.
Defect in the phone?
Defect in windows?
Don't know, but maybe this will help someone else.
