Here are two things you may attempt to do:
1. Check with your Mobile Service Provider on the issue. You may need to have your SIM card replaced (without changing your mobile number and subscription details).
2. Bring your phone back to Nokia/Microsoft and tell them that the solution they proposed did not work. That should force them to find a different solution, and you may want to insist on it, too. Your phone should still be under warranty anyway.
