How can I install XAP files on an SD card?

That functionality does not exist at this time. At least not in the way it was in 8.1. You can't do it from within the store like you did in 8.1.

When I try to enable "Side-load apps" feature under Update and Security (for developers), it closes out the setting and refuses to turn it on.
