Why can't i download an app when i have enough space

I have over 1gb of storage and it won't let me get an app that is around 400mb, and it says there is not enough storage, and I have to delete some stuff

Not certain what OS or device you are running, but often an OS will require a "buffer" amount of free space. This free space is used by the system for many things, such as extra memory, updates, and general performance. You can often test out this scenario by checking how your device performs, then filling up all the space and checking perf again...perf numbers go WAY down when your storage is filled.
