Monitor is shut for a half an hr already while upgrading to Win10 from Win8.1, what should I do?

Monitor is shut for a half an hr already while upgrading to win10 from win8.1

Should I wait? If so for how long and what should I do if it does not turns on, reebot the computer?

If the monitor is blank and you see no CPU/Disk activity lights then you can restart. If I were you I would let it sit for a couple of hours before doing anything.
