Yes. I can believe it.
For MS, anything that is not the U.S. (primary), China, India or the big E.U. 5 (secondary) is a tertiary market.
The way MS prioritizes international markets is a terrible policy IMHO.
For people in Europe it's even worse, as it also affects the availability of software services. That means a person living just 5 miles away accross the border, using the exact same device and OS, may have a more extensive set of features available to them.
