Can't change Windows 8.1 Display Language

I recently bought a new laptop from China but the Windows Display Language is in Chinese. So I go into the Settings and then Languages and try changing my default language to English but the option that is 'change to primary language/ default' (It's in Chinese and I can't read it but that's what its translated to) is blanked out and I can't click it. Any help would be appreciated.
