I have the printer set to Black and white and still get color printing, how do I restore the tabs?

Windows Central Question

I have the printer set to Black and white and still get color printing

Under preferences and dialog I longer have the color or quality print tabs. How do I restore these tabs so I can set default print to black and white and the fastprint options?
