Why won't my apps uninstall?

App won't uninstall

I used recovery to reset my phone. Twitter failed to finish installing. Now it won't open or let me uninstall. The app is not under all apps but in the store it says Open not install. Any ideas?

Hit back button, in multitasking view, close store. Open store, find twitter and see if you can install again.

I've tried that. Rebooted. Doesn't help. It's like it partially installed.
