    What is a console file under disk cleanup? If I delete it will this speed up my startup?

    While they won't speed startup you can safely delete console files to salvage used disk space.

    For startup speed and issues, I'd make a number of suggestions but I must stress; READ and RESEARCH first! Your BIOS should have a number of small changes that you can make that will help contribute to better start up speeds; check there first. They two links below are literature regarding a couple of fantastic tools. BE WARNED, if you're unsure of their execution do NOT use them. BCDEdit and Autoruns make potentially significant changes to your PC, good and/or bad. They are registry editing tools and should only be used after you are well versed in their usage. Often times there are programs still in registry even after they've been uninstalled, BCDEdit is perfect for finding and removing them. Such findings and proper removal can make a noticeable difference in boot.

    I would recommend a dedicated Solid State system drive. It needn't be spacious as you typically don't want SSD for mass storage or constant access. Lightening you OS (removing unnecessary softare from the start up sequence) and booting off of SSD makes a dramatic improvement, you may even dance.

    Hopefully this helps but I must again stress; BCDEdit and Autoruns have the capacity to make significant changes. Make SURE you know what your looking at prior to their usage.
