Text to Speech - How to use it effectively?

On the topic of text-to-speech, I need Windows to perform like MacOS. The kind of text it needs to read from are Webpages, PDFs, Word, eBooks, etc.

Problem 1:

Default Windows behaviour causes Narrator to speak vast amounts of unwanted content. For example, if I select some text on Microsoft.com website, I need to hear only the text selected. Instead, this is the gibberish produced:

1) Window title, such as "Microsoft.com - Edge"
2) "Tooltip", "Selected"
3) .. and all the content that was not selected, such as "cookies..", "disclaimer...", etc.

Problem 2:

I need to use Narrator as an assistant to my eyes, not as a complete replacement for them. This means Narrator needs to speak at the same speed that I read. MacOS provides a speed slider, but there doesn't seem to be a way to adjust the speed on Windows?
