    Can someone tell me why Microsoft doesn't care about app store? No popular apps and no updates to popular apps.

    Microsoft cares a great deal about the app store and offers much under the Microsoft banner there (Office, Edge, Outlook for example). The issue lies more in third party vendors and their perspectives on the demands, the cost to develop software on a platform that shares only +/-2% of the mobile market, and the costs to debug and maintain said software. If YOU want to see a particular publisher and/or app, petition for it to THAT vendor.

    I don't think that Microsoft has a problem to give whatever the vendors are asking for. As company it has much money. In the past they bought Minecraft. Add and update popular apps as you can see is a tiny situation.
