My phone when its turned of won't record if i have a missed call in my phone history

Once when I was out and my phone was turned of apparently someone I was really hoping to have called me did. But when I look nothing was recorded. So we checked it with someone I know as a contact call me while my phone was. Same thing happened. What should I do

When you say "off" do you mean the phone was completely turned off or just locked?

Getting notifications that you were called while the phone was off could be a carrier thing?
