With manually I mean manual sync in the sync frequency.
With hanging email in outbox, for troubleshooting, can you clear / delete all mail pending to be sent in your Outbox? It's easier to start with an empty Outbox and a good internet connection.
Starting with Hotmail, try to send a few test email. See if it is sent immediately.
Next do the same with Gmail.
The reason I do these 2 first is they are not likely to be misconfigured, especially with auto config. If there is an error, it would most likely log-in error due to password error OR enabling 2 factor authentication.
If thise two are clear, then do the same for the POP3 then the IMAP account. Do your Exchange account last. Hopefully you can isolate which account is the troublemaker.
