Can I back up without the settings app ?

Backing up to PC , cannot access settings app on 640XL

Hi ,I have a 640XL currently on win 10 after an update the settings app does not work at all now , is there a way to back my phone up to my pc , basically I want to go back to win 8 and keep as much as I can contacts texts photos etc ,is this possible ?

Hi I have a 640XL running win 10 ,after an update recently the settings app will not open,I was thinking to go back to 8.1 is there a way to back everything up before I do ?
Or can I access the settings another way ?

You can backup media to onedrive.. but a backup for apps/data without settings is impossible
