During my work concerning with IT help desk service management, i observed with task manager in windows 10 a typically high disk usage together with a typical 100% long time disk usage at windows startup.

I think of an intrinsic windows o.s. problem.

I have seen hundreds of cases, from old desktop to brand new machines.
I think that the problem is not connected to common and discussed workarounds as windows defender / automatic windows update / windows search disable, bit service and so on.

I have seen that windows paging activity contributes to disk load and slowsdown performance particularly on small systems. Not only disk load but also process execution is affected if the disk subsystem response is slow.

So i think that it's important to really explain us the problem from a technical point of view.

I speak as an 30 year work old windows technical fellow and supporter.

As a fellow IT Tech, I have learned that an upgrade doesn't always give you the best results. Various versions of the same OS (OEMs, retail, customized versions of each) and installed applications could all have an effect on how the now upgraded OS would react. At previous employers (5000+ users, 2000+ users) it was easier to deploy a fresh OS rather than upgrade and deal with possible issues like the ones you mentioned. The nice thing with 10, you can do a refresh, have a clean install and keep your data.
