    Previously, I was on windows 10 mobile (10586.318), But because of some reasons I used this WDRT which downloaded 1.73 GB of file and rolled back to windows 8.1 phone. After some time I cleared %temp% folder on my computer. Can I still use WDRT to roll back to windows 8.1 in future. OR it will again download that file of 1.73 GB. I am not an insider.

    Yes, you can use WDRT to roll back to 8.1 without having to redownload the OS image. The WDRT stores its file in "C:\ProgramData\Microsoft\Packages\Products", hence clearing the temp folder doesn`t affect it.
